The following configuration works well to alleviate stutter during gameplay on higher-end systems. The issue is not caused by poor performance but rather timings in the frame buffer and how it plays with the game engine. These settings may generally apply to all AMD graphics where there is overlap, so give them a try to resolve issues. Since we are using AMD's vsync here, it should be DISABLED in BethINI or SkyrimPrefs.ini.
