Dragonsreach at night is as bright as day

So... I'm inside Dragonsreach, it's 3AM in Skyrim and the place is lit up like it's midday. I can even see light coming from the windows as if it's daytime outside.

 

 

 

Where is that light coming from? :|

 

 

 

Any ideas?

 

 

P.S.: I disabled ALL mods and deleted my ENB and it's the same. 

 

I look at this and wonder... How?

Indoor lighting isn't effected by time of day.

So I need a mod to darken it up.
