SR: LE, Core, and Additions

So i've been slowly building up my list of mods for a new Skyrim list for my new PC, and then I found STEP, and then SR: LE. I'm pretty comfortable with MO, FNVEdit, LOOT and the like (Getting New Vegas to run with 200+ mods is a pretty good trial-by-fire for that), but I have a couple questions about SR: LE;

I understand why Skyrim HD 2k textures would be left out of Core, but I sorta expected them to make an appearance in SR. Any reason I shouldn't add them anyway? Seems the best way to do that would just be to install them right at the start and let all the more custom texture packs overwrite them.

I've read through the list of mods for both Core and SR, and noted that some pretty good mods are omitted from SR (TreesHD, Terrain Bump, Amidian's Farmhouse). My first thought was maybe SR was intended to be installed on top of Core, but i'm not so sure because there are plenty of mods that are used by both. Is SR meant to be a complete mod-pack, or a large base? On top of these mods are a few things I deem fairly essential, such as Hunterborn, COT's Supreme Storms, and maybe SkyTEST. I should be able to add these on right?

I can't say as to why, or why not, certain mods are included but I will give a broad reminder about any additional texture mods that you are thinking about.

Since MO doesn't install mods into the actual Data folder, it makes no difference when you install them as nothing can be overwritten.

If you like STEP: Core, install that in a profile named similarly and then copy that profile to new one and add in mods that you think need to be added. De/activate as many texture mods as you like and remember to change the left-hand priority so your new textures win the conflict and will be used in game.
