Missing water textures problem - [SOLVED]

I am using latest version of STEP and I get issues with water not appearing.

 

System Specs

i5-3570K 3.8ghz

8gb ddr3

xfx radeon 7870

windows 7 64-bit

 

It is found North of Northwatch Keep (see screenshot of map). On the rocky islands off shore.

 

 

Here is a screenshot of what I'm experiencing:

 

 

As you can see the water textures near the land are missing. My character is swimming but it looks like he's floating in mid air.

After saving and reloading the issue is gone and the water is fixed! Does anyone have any idea why this happened in the first place?

I've had a similar problem many moons ago. It was a problem with WATER and IIRC it was because I did something wrong/installed it incorrectly.

What is IIRC? I have WATER as part of STEP.
