In some places the ground textures are sort of overlayed by a transparent blurry texture of some kind. It almost looks like ice. It appears to happen all over the grounds surrounding Whiterun. I'm pretty certain it is something over the top as some ground textures are only partially covered. Could it be moss or some kind of plant that isn't working properly? I followed the STEP Extended guide fully, then the Weather and Lighting pack. I have added other mods afterwards however they do not alter any textures. I made a video of the issue, excuse the audio.
