Problem with the Quest "Pieces of the Past"

I don't know why this happend but with the console command "unlock" I was able to unlock the door and finish the quest. -
Hi I have problems with the quest "Pieces of the Past". My Skyrim is heavely modded with S.T.E.P Core, CWO (Civil War Overhaul) and other quest mods. If you need the list of all mods I installed, please let me know. The problem is that I collected all pieces of Mehrunes' Razer, but the door to the museum is locked and it seems as if I'd need a key to open it. That's why I can't meet Silus Vesuius and can't finish the quest. But I think that the door shouldn't be closed. I had a CWO fight in Dawnstar, maybe this has something to do with it?
