For me it was AOF HD Tree LODs mod. I can reliably travel back with it uninstalled, and get ILS everytime when it is active. Originally I thought it may be WATER or COT, but I can still return with both those installed. With mods in attached plugins.txt I can reliably return from Solsthiem. Cheers plugins.txt
