Create LOOT Rule

1. Launch LOOT through Mod Organizer.
2. Find "A Clear Map of Skyrim.esp".
3. Click the vertical ellipsis at the right of the plugin, and select Edit Metadata.
4. Click [Load After].
5. Click [Add New Row].
6. Under [Filename], paste A Clear Map of Skyrim.esp.
7. Click the [Save] icon at top right corner of the box to save the meta rule.
