The [VOLUMETRICFOG] section will mainly affect the fog that appears around the mountains in Skyrim. There is a few interiors with this fog placed within them as well, but not every interior will affected by these parameters.

These parameters will affect the brightness of the fog. Setting these to 2.0 or higher will make the fog appear as thick as clouds.
