The Procedural Sun effect is something chosen to be used or not by the preset author and has no noticeable impact on performance. The Procedural Sun generates a sun texture via shaders instead of relying on a sun texture in the data file. It is also generally easier to work with when developing an ENB preset than having to work with a set texture, but this can be a matter of opinion and may depend on whether the author wishes to use a more exotic sun design. This effect should be left to the discretion of the preset author as the entire preset will be designed in large part around the sun.
