Modifications
This section holds references for records included that are not merged from other mods. These are edits created from scratch using either the CK or xEdit.
Merged Mods
This section hold references for records included from other mods. Merged either with permissions or because the author's set permissions allowed merging. In all cases, this is done to reduce plugin count for small sets of changes. Large mods should not be merged, but included in the mod list for download by users. Finally, only plugins are merged. If a mod contains assets, it should also be added to the mod list.
