Cant advance in Way of the Voice

So I got done with installing SRLE and its running optimal as all hell, but there is a pretty huge issue right now with the main quest

 

This is the quest where you climb High Hrothgar to speak to the Greybeards at the top of the mountain.

 

The first thing I noticed was off is that I apparently don't have the quest even though Balgruuf told me to go to the Greybeards.

 

They start their normal talk like usual where they tell me to shout at them but nothing happens after that, If I shout at the greybeards they instantly go aggro and kill me in less then 5 seconds.

 

I already tried using console commands to bring the quest forward but it looks like the game doesn't think the game exists.

 

Here is my load order, the only thing I added to the normal SRLE build is Perkus Maximus, 3 followers and some extra hair mods.
