What does this mean? This means that while there are no drastic changes to the STEP Guide, we have again fine-tuned the STEP setup to bring you a fluid mod list to enhance the beauty and feel of Skyrim.

Packs do not necessarily adhere to the STEP Mandate, so this will be of interest to more advanced modders or those that want to expound and/or improve upon the vanilla Skyrim experience.
