Testers, regardless of staff position, are not unlike foot soldiers. They are the front lines in mods getting added or dropped from STEP, and similar to real soldiers, their job is often the hardest and most un-glamorous one. Mod testing can be long and tedious at times, but it can be fun and joyful too. This is to say, mod testing is only for those that have a real dedication to it. As such, the turnover rate on Mod Testers positions tends to be rather high since MTs quickly become "worn out" when they don't realize what they've gotten themselves into.
