PA Overhaul 1

Information: This is the "Framework" I'll use to expand on. It gives you your legendary slot+Actuator slots (I did not include LM2 because of this) and you have a choice of many Paint jobs etc I'm hoping this gives you a "Tinkering" with your Power Armor Feel without making it to OP.

Additional Information : I have not patched VIS, Bettermod descriptions or raider overhaul in this patch, I'm looking for Crafting feedback and playability first.
