On a side note: 64-bit OS is highly recommended if attempting to mod Oblivion. However, the executable of the game adresses 2gb of memory usage only (which is in reality something like 1.8gb) and was never updated from Bethesda to use more. This will be remedied by this guide. Though, if you are running a 32-bit OS the patch won't have any effect. In this case, you might consider to install Core performance options. | |||
==== 1.x Windows Folder Options ==== | |||
Windows Folder Options should be adjusted as follows: | |||

# un-tick 'Hide extensions for known file types' | |||

<!--comment need someone with XP to point out the folder options path in XP commend_end--!> | |||
This will be reverted after both Oblivion Game and Mods are installed. | |||
==== 1.x Install Oblivion ==== | |||
It is highly recommended (and for some Utilities used in this guide even | |||
necessary) to install Oblivion outside of 'Program Files' or 'Program Files (x86)' folders. Installation in these folders can cause UAC (User Account Control) to unpleasantly interfere with Oblivion and the Utilities. Examples for possible folder structures: | |||
* C:\Steam\SteamApps\common\Oblivion | |||
* C:\Games\Steam\SteamApps\common\Oblivion | |||
Right-click Oblivion in Steam and select install. After Installation, run the Oblivion Launcher once and let it set the resolution and generate the .ini files. If it does not recognize your GPU, set your 'Screen Resolution' and 'Video Quality' presets according to your hardware capability. | |||
'''Note''' Change 'Screen Effects' to HDR – this is required for TES4LodGen used later in this guide. Exit the launcher after done so. | |||
Now, it is a good practice to backup your pristine (Vanilla) Oblivion for future use. For size reduction use 7-zip – download newest version here: http://www.7-zip.org/ (use latest stable version, v9.20 as for August 2014) | |||
For this, navigate to: | |||
# <Steam>\Steamapps\common\Oblivion | |||
# <YourUserProfile>\(My)Documents\MyGames\Oblivion | |||
# <YourUserProfile>\AppData\Local\Oblivion | |||
Copy-paste the files of each directory to your backup-drive and use 7-zip to reduce the files size. '''Note''' the non-solid option, normal option and the LZMA2 compression (allows the use of multiple core) should always be chosen. | |||
A few Steam-Settings do need adjusting: | |||
# Open Steam, right-click Oblivion in your Library → Properties → General → enable 'Steam Overlay while ingame'; this is | |||
:needed for OBSE. | |||
<!--comment Might add to disable Steam Cloud Synch, since in my experience this one could screw a bit with savegames. Better using a savegame Manager or manual backups of My Games\Oblivion\Saves folder. And Steam certainly didn't help with disabling 'Do not automatically update this Game'... comment_end----> | |||

What does this guide entail?
This guide is here to be an up-to-date Oblivion modding guide that is exclusively on STEP. This guide does include recommendations from other guides and the credit will be given from where I found the original content. This is supposed to be community driven meaning, the community is going to take charge of how this guide is formatted, the content in the guide, such as, mod descriptions. If someone has a better way of doing things then post in the provided topic when I get it going but if I don't then PM me and remind me as well as a question/recommendation. "FIX LATER" 30+fps
FAQs, Yes you should take a peak a this first.
Mods that are not going to be included or are going not be used at this current time .
- Better Cities: I chose this because it will cause the frame rate of the game to drop to around 15fps while in just about any town.
- Really AEVWD: I am not yet comfortable with the massive frame drop. I have not come up with a good sacrifice for appearance VS. frames.
- Open Cities and Open Cities Reborn: There are mod in incompatibilities as well as massive frame drop when even close to cities.
Credits
- EssArrBee: Thanks to him for replaying to my email and providing an easy to write format.
- tescosi.com: For providing various guides but are a little outdated.
- Elder Scrolls IV: Oblivion Tweak Guide: I took more than a few look at this and I am going to add part from the guide to mine.
Section 1.X.X: The Tools and Setup
For the most part Wrye Bash is going to be the program to use but there is one time Where OBMM(Oblivion Mod Manager) is going to be needed since installing one part of the UI can be tricky and very difficult.
Section 1.1.X: Required Game
I would recommend using the steam version of The Elder Scrolls IV: Oblivion® Game of the Year Edition Deluxe
- You need all the DLC and especially Shivering Isles.
Delete all previous files but backup older saves
- This guide is going to be developed for a completely new install with a new save game.
- Delete the Oblivion folder in Steam directory unless you are positive it is a brand new install
- My steam directory where my current installed games are located like this:
C:\Program Files (x86)\Steam\SteamApps\common
- Navigate to the My Games folder and then into the Oblivion folder.
- The location of my Oblivion folder that is located in the "My Games" folder is like such:
C:\Users\<user>\Documents\My Games\Oblivion
- While in the "My Games" folder:
Rename the Saves folder to something else. I choose "Saves_Backup". Delete the rest of the files that are in the current directory except the renamed "Saves" folder.
- In the Steam Client right-click on "The Elder Scrolls IV: Oblivion" and then select Delete local Content...
- While still in the Steam Client click INSTALL" and wait for the game to re-download.
- After Oblivion is done downloading click PLAY. This will bring up the launcher for Oblivion.
- If dialogue boxes pop up select OK.
- Click Options. Then in the "Video Quality Presets" box, click Ultra High and then OK
- The reason for selecting Ultra high is because I don't fully understand whats different in the ini files and the fps gain is :minimal because Oblivion is limited by the engine rather than the hardware that is running on.
- Change the Resolution to the resolution of your screen.
Mine is: 1920x1080(widescreen)
- Leave Antialising set to "None".

1.x System Requirements
System requirements for this guide do differ quite a bit from the Vanilla (not-modded) Oblivion ones you find on the store page of Steam. This is, because this guide will add diverse visual enhancements that require better hardware than Vanilla does.
Hardware | Minimum | Recommended |
---|---|---|
Windows OS | Windows XP | Windows 7/8 |
CPU | Intel Core i3 (dual core) | Intel Core i5/i7 (quadcore) |
GPU | 1GB VRAM | >=2GB VRAM |
System RAM | 4GB | >=8GB |
1.x Windows Folder Options
Windows Folder Options should be adjusted as follows:
- show hidden files, folders, or drives
- un-tick 'Hide extensions for known file types'
Folder Options are typically found if you open Start → Computer → Organize (upper left corner) → Folder and Search Options → Tab 'View'
1.x Reset Oblivion to a Pristine (Vanilla) Installation:
First, do a backup of following directories:
- <Steam>\Steamapps\common\Oblivion
- <YourUserProfile>\(My)Documents\MyGames\Oblivion
- <YourUserProfile>\AppData\Local\Oblivion
Copy-paste the files of each directory to your backup-drive and use 7-zip to reduce the files size. Note: the non-solid option, normal option and the LZMA2 compression (allows the use of multiple core) should always be chosen.
2. Deactivate all mods using your choice of mod manager.
3. Browse to your Oblivion directory and delete all files and subdirectories except for Data and DirectX. Now browse to Data and hit (CTRL+A), then hold CTRL and deselect:
- DLCShiveringIsles – Faces.bsa
- DLCShiveringIsles – Meshes.bsa
- DLCShiveringIsles – Sounds.bsa
- DLCShiveringIsles – Textures.bsa
- DLCShiveringIsles – Voices.bsa
- Oblivion – Meshes.bsa
- Oblivion – Misc.bsa
- Oblivion – Sounds.bsa
- Oblivion – Textures – Compressed.bsa
- Oblivion – Voices1.bsa
- Oblivion – Voices2.bsa
- Oblivion.esm
4. Now navigate to <YourUserName>\AppData\Local and delete the Oblivion folder.
5. Now go to <YourUserName>\(My)Documents\My Games\Oblivion and delete the Oblivion folder. It will be regenerated later.
6. Deinstall your Mod Manager.
7. If you did use Wrye Bash as your mod manager, navigate to <Steam>\SteamApps\Common and find the folder 'Oblivion mods' and delete it. You maybe want to do a backup first!
8. If you did use any other mod manager, find and delete (and backup) their mod directories.
9. In Steam, right-click Oblivion in your Library → Properties → Local Files and hit 'Verify Integrity of Game Cache'. This will do a check on your files, re-download the DLC-content and every file that has been corrupted. This might take a while.
10. Again under Properties of Oblivion, navigate to the Update-tab and set 'Do not automatically update this game'. Disable the Steam Cloud synch. As well navigate to the General Tab and enable 'Steam Overlay while ingame'.
11. Now launch Oblivion via 'Play' button in Steam Library, let the launcher set resolution and generate the .ini files. Note Change Screen Effects to HDR – this is required for TES4LodGen used later in this guide and very important. Exit the launcher after done so.
12. Do a backup of your pristine (Vanilla) Oblivion directory for future use.
13. Starting a new game is highly recommended. Most likely your old savegames will be unusable.
Read this small section before starting the game
- Click Play and then after Oblivion loads up the main menu click Exit then select Exit Game.
- If Oblivion crashes on exit, that is normal. Oblivion Stutter Remover includes a fix for the Crash on Exit.
Section 1.2.X: Future ini edits
"FIX LATER"memory stuff http://forums.bethsoft.com/topic/1176244-oblivion-and-memory-usage/
Section 1.3.X: Tools
BOSS
- Author: "FIX LATER" BOSS team
- Version: v2.3.0
- Installation: (if needed)
- Notes: This is a required utility. As of this point in time I don't trust the placement of LOOT especially because FCOM Convergence is part of this guide.
<short description>
Wrye Bash
- Author:Wrye Bash Team
- Version:304.4
- Installation: Download the Installer "FIX LATER"
- Notes: The link is the the Wrye Bash on the Skyrim Nexus site. The installer is for all of the supported games. You only need to install the Oblivion Stand alone. "FIX LATER"
Wrye Bash or WB is a very useful tool for Oblivion. Even in skyrim, fallout series Wrye Bash has a Bashed Patch which is a patch that is generated based on you install list or load order. Wyre Bash is also useful for installing mods because of the Wizard.txt support. Helpful Tips:
"FIX LATER"
TES4LODGen
- Author: ElminsterAU
- Version: 3.0.32EXP
- Installation: You will need to extract the archive and place the files into the Oblivion folder where the Oblivion.exe is located.
- Notes: TES4LODGen MUST be ran every time load order changes. This includes that one tiny file at the very end. If you fail to do this, your game wont crash and you save destroyed but distant meshes wont appear right in front of you.
TES4LODGen is an amazing utility that generates the files for the distant meshes but not the landscape meshes. Really AEVWD requires this but is not part of this guide yet.
4GB Patch
- Author: Daniel Pistelli
- Version: 1.0.0.1
- Installation: Only use this if you have a x64 or 64 bit Operation System. This application isn't something you need to install but only run once. After downloading open the archive and run the 4gb_patch.exe. In the 'Select Executable' Screen, Navigate to your Oblivion folder and select Oblivion.exe then click 'Open'. The program should be fairly quick and give you a confirmation screen saying something like, "do you want to select another". Click, 'NO'
- Notes: Only run once on the Oblivion.exe.
This 4GB patch is mainly for exes that use more than the 2.1GB RAM limit on most 32 bit applications. This patcher adds a LAA(large address aware) flag which raises the RAM limit up to about 3.1GB but I have seen just under 4GB with some applications.
OBSE (Oblivion Script Extender)
- Author: Ian Patterson, Stephen Abel, Paul Connelly
- Version: 0021
- Installation: Open the archive and extract the files below into the Oblivion folder where your Oblivion.exe is located.
Extract:
Data folder obse_1_2_416.dll onse_editor.dll obse_loader,exe obse_steam_loader.dll
- Notes: For the steam version launch Oblivion usingthe Steam Client. OBSE should hook. To test it you'll receive many errors about OBSE not being used. Then post the issue in the forum.
OBSE is a required script extender for some mods. Most of the mods that require OBSE are OBSE plugins which have .dll extensions.

Section 1.3.X: Cleaning the DLC
This is a required step and should be done regardless of whether you are going to follow this guide or if you are even going to mod your game.
Clean the Bethesda ESMs
"FIX LATER"
- Open TES5Edit through MO.
- Make sure Oblivion.esm and all the DLC plugins Checked.
- When TES5Edit is loaded right click any plugin on the left pane and select Apply Filter for Cleaning.
- When TES5Edit is done filtering right click "DeadMoney.esm" and select Undelete and Disable References.
- Right click "DeadMoney.esm" again and select Remove "Identical to Master" records.
- Repeat step 4 & 5 for "HonestHearts.esm", "OldWorldBlues.esm", "LonesomeRoad.esm", and "GunRunnersArsenal.esm".
- Close TES5Edit and make sure to save the plugins, but untick Backup Plugins and click [Okay].
"FIX LATER"Can change this around
Section 2.X.X: Early mods and OBSE plugins
Section 2.1.X: Vanilla BSA Overrides
AAOVTR
- Author: I don't Know
- Version: N/A
- Installation: I'll fill this in once I am able to find a reliable source.
- Notes: Nexus is reviewing the file due to not giving the proper credit to the authors of the texture. I have a copy but don't know if I'm allowed to distribute even permission from the author, which I do NOT have.
Replaces the vanilla Oblivion - Textures - Compressed.bsa with replacement textures for almost all vanilla textures.
Section 2.2.X: OBSE Plugins
"FIX LATER"
Blockhead
- Author: shadeMe
- Version: 9.2
- Installation: Wrye Bash will show a warning about the mod containing a .dll. I recommend to continue installing since this is required for Oblivion Character Overhaul and I doubt that there is anything wrong with it.
It's a required plugin for Oblivion Character Overhaul that is going to be installled later in the guide.
OBSE -Elys- Universal Silent Voice
- Author: Elys
- Version: 0.93
- Notes: Wyre Bash will report many potentially unsafe file warnings because there OBSE uses .dll files. Just click continue. "FIX LATER"
When a character in oblivion isn't voiced then Oblivion will skip through the dialogue even if there are subtitles. This mod fixes that by placing a blank audio track in place of the voiced dialogue so that you can read the text dialogue."FIX LATER"

Oblivion - Enhanced Camera
- Author: LogicDragon
- Version: 1.4a
- Notes: This mod is very optional. I included because I like the idea but if you occasionally experience motion sickness in games I highly recommend not using it. Even I get a little ill after using it and I don't get motion sick.
Replaces the first person camera with third person and then moving the camera into a first person view. I like the idea and thought others would. This IS my replacement for the leg view that should be part of the Deadly Reflex combat mod that is later in the guide. I'll add the recommended leg mod later."FIX LATER"

This mod is supossed to optimize Oblivion's scripts making them easier for the engine to read. This is done by reducing the number of functions/operations. Check out OblivionScriptOptimization Main page. don't install from the main site. Use the OblivionScriptOptimization - SI FIXED.

Landscape LOD generator tes4ll-v4
- Author: Gruftikus and Lightwave
- Version: 4.10
- Installation: This is an application and is different from most. After downloading extract the files described below and then place them inside you Data folder.
Extract:
Ini tes4qlod_tex S3TC.EXE tes4ll.exe VIC32.DLL tes4qlod_Oblivion_ltex.dat
I recommend not using the batch files since this guide is going to download and install the last application which functions a GUI for tes4ll-v4. You MUST backup your:
Oblivion/Data/Meshes/Landscape/LOD folder
I generally copy/paste sequentially thus giving me and LOD - Copy folder.
- Notes: I need to understand this thing more before I add it.
