Editing on the INI pages has been disabled, so:
In testing, setting iNumSplits to 3 also disables volumetric lighting. The godrays don't appear anymore.
BTW, there are 2 "Browser properties" links in the Tools drop-down menu of the INI page.
Besides, why is it allowed to *edit* this Talk page? lol
