BiRaitBec has made a wonderful mod guide, but I would point you to the first part where he describes how to set up the tools. I think that English is not his primary language, so i found it a bit hard to follow at first... I finally started taking his statements literally. Note:Modkit 1.3 installs where it wants to, and it wants to install in your OS drive:\Program Files (x86)\Witcher 3 Mod Tools.
