I'm not exactly sure how to explain this, but everything just seems to look wrong. The trees specifically look like they are sparkling, and the grass just looks cartoony(As does a lot). I use SweetFX, but it won't show in these shots since they are Steam screenshots, but that's actually better since I mostly tried to use SweetFX to cover up the issues(didn't really work). 

 

I'll add the images to the end of my post and I'll attach my modlist/load order. I use Mod Organizer.

Basic PC specs are as follows: 3770K (4.5ghz), HD 7950 3gb, 8gb RAM, Windows 8.1 64bit, and everything installed on SSD's.

Ah... could be a few things  but the shimmering is more/less aliasing. Too much anti-aliasing can cause the same effect.

Try removing any d3d9.dll you are using then take another look.

 

It can be caused by having too many anti-aliasing methods. Running Skyrims FXAA, SFX FXAA, and SFX SMAA all at once will cause some weird effects...

Generally you only want to run one method but sometimes a good combination can work and look good.

If you have ENB set LOD bias to 0. I believe its in enblocal.ini. 

Do you use any method of downsampling. If you don't know what that is then most likely not.

 

Hmm are you using STEP. I am assuming you are.

Skyrim Flora Overhaul and treesHD can cause similar effects.

I mainly use the ENB files for ENBoost. The AA methods from SFX were pretty bad IMO, so I turned those off and am only using the in-game 8x MSAA. 

 

I followed pretty much all of the STEP guide, getting many of the extended mods (I skipped a few like Lanterns of Skyrim). The tree's are a bit annoying, but the thing that concerns me the most is the overall "bad" look. It's mainly the grass that I just feel looks terrible. Maybe it's more of an issue with certain locations. Those pictures are around Whiterun, and it looks pretty bad IMO compared to Riverwood. I did just make a quick video with OBS so I'll try to upload it to youtube and show it here. (Pretty big file, so might take a bit)

It appears that the shadows are turn off...

If you can regenerate inis

That would explain the pale look.

Also I would recommend the CCC driver anti aliasing... It's been quite a long time since I used it with skyrim but if memory serves correct, it driver AA is quicker

Something looks off with the plants (biggest issue I see apart from the distance which doesn't annoy me near as much). Did you make sure to input the .ini tweaks from the guide? I'm thinking maybe the iMaxGrassTypesPerTexure=7 required by SFO. Course I'm tired so I could just be imagining it looking off.

 

Also... is it me or are there no shadows?

Maybe you should revert to vanilla .ini's, add in the STEP tweaks and then customize your shadow resolution settings.

Wow, ok. The grass still looks a bit weird, but not cartoony anymore at all. Plus the tree's also are not messed up anymore. Only other thing I did was move my bashed patch to the very end in Mod Organizer. Now I guess I'll have to go through each of the little changes in the ini and see which messed it up

 

EDIT: I think I did the SFO ini tweak, I'll make sure to check it the second time I go through the ini files.

Well most of the show things are for ENB... You may want to try the shows that enb can do...

as for the weird looking mountain... that happens when you're close but not close enough to fade the rocks in... you're seeing the landscape mesh at the top.

Your issue is very interesting... I guess now I have seen it.
