Amazing Follower Tweaks includes a dynamic speed that accomplishes that, but you probably are aware of that option.

Come Together and Out of the Way (in STEP) I believe has this option.

In addition to what redrishlord said, AFT also allows your followers to catch up on weapon draw.

I'm trying out Come Together. 

 

AFT has too much stuff and since AFT hasn't been updated in awhile, the unofficial patch fixes haven't been carried over. Plus, you really want your followers to not get lost at all, not just when you're in combat.
