My guess is it comes from Realistic Texture Overhaul for Dragonborn (https://skyrim.nexusmods.com/mods/42348/?tab=1&navtag=%2Fajax%2Fmoddescription%2F%3Fid%3D42348%26preview%3D&pUp=1) although the mod author claims that it isn't his mod's fault. It is the second image. When I get home today, I will test it with ENB off to rule out ENB as an issue although I do not think it is.

I am using a full STEP Extended plus this mod and it looks great - so it must be your ENB or something else that is causing the problem. You might try looking for conflicts or re installing the mod. :)
