I'm back to Skyrim after a couple of years away. 

Following the STEP Guide, I did the SSG, then Step 2-4 up to the Smoke test. When I coc Riverwood, I traveled to Riverwood, but was unable to move. Instead, the character stood still but bumped up and down as if still on the wagon.

I uninstalled everything (including doing a Windows search for anything Steam/Skyrim related) and just installed Steam and Skyrim from Steam, then ran the game. I didn’t install Mod Organizer, etc. or any mods. This time I waited and let the game run. I was able to make a character and move the character once I was at that point in the game. However, when I coc Riverwood, the same thing happened, I traveled to Riverwood, but was unable to move. Instead, the character stood still but bumped up and down as if still on the wagon.

I figured this can’t be caused by simply installing Steam and then Skyrim, so something else must be the problem. I’ve gotten Skyrim to run on this computer with this graphics card (but it’s a new monitor) in the past.

Any suggestions are greatly appreciated.

If the game loads, that's all that matters. We're just testing that you can start the game with the SKSE launcher via MO and COC riverwood. The instructions don't mention doing anything more than that. The game loaded, and you could COC. Smoke test successful.

Uninstalling MO, the game, and Steam wasn't necessary, so it sounds like you are back to square one. If you are concerned about the game working properly, start at the SSG from the beginning, and after you initialize the pure, clean vanilla game, go ahead and start a new game to convince yourself that the cart ride and the intro stuff works before you quit (after game initialization step 5).

I reinstalled everything and had the same results. But when I coc Riverwood before hitting NEW, I can coc Riverwood. Looks like everything is ok. Thanks again.

Yes, you just COC from the main menu as per the instructions.
