Define "High Priority" please

I'm at the SKSE 64, Extenders, section in Step 4-02 and the guide says: The new, empty mods will be placed at highest priority in the MO mod list (at the bottom of the left pane if sorted by Priority).

I'm not clear what this means. Do I change the priority values of these two mods? If so, do I change them to Priorities 0 and 1 so as to be the highest priorities?

'High' is greater than 'low', so highest priority is the largest number. Higher priority installs/plugins override lower ones. MO defaults to sorting by priority, lowest to highest. You should not need to manually change priority values if you follow the instructions. It just happens naturally.
