ENB component of Splashes of Storms

This mod is essential for those using ENB, because the splashes are otherwise too bright, and only the tops of the splashes can be seen. The effects are not hugely apparent from the screens, but in game, it's really obvious.

I vote to accept this one conditionally if we go also accept Splashes of Storms.
