Hello, I keep getting a brief flash whenever I exit the in-game menu (quests, general stats, system). The flash only applies to few meshes (not the whole screen). Does anyone know to fix it? I am using STEP with ENB.

I haven't noticed this on my system with our build, so I suspect it's related to INI settings, video drivers/software, and/or possibly monitor type/settings. Maybe SSE Display Tweaks has something for this ... possibly try capping all of your UI frame rates to native monitor refresh rate in that mod (I do this in my config).

I have to limit it to 60 fps due to havok bug when inside, as the small items move slowly on their own. My monitor is 144 Hz though. I will try like you suggest, thanks.

Hmm after saving the first time and load after that, I never get the flash again. It maybe because I always coc to riverwood to test instead of proper start mode.

Well still happens, it just random flash or not .~.

Havok bug is remediated by SSE Display Tweaks.

It may not matter much, but you might want to revisit the mod instructions for that page and be certain you set things according to your 144 Hz refresh (141 cap). You don't need to set anything in any INI, display software or SSE Display tweaks for caps at 60 if you follow those instructions and our BethINI setup instructions. You might only consider setting frame caps in UI for SSE Display Tweaks

I follow exactly the STEP at SSE Display tweaks and BethINI setup, my mod list also similar to 95% of STEP. Have tried set frame caps UI at 60 frames but still get a flash.
I currently use medium BethINI, milk drinker STEP ENB, low Dynlodod.
Ps: I don't get Havok bug anymore at 141 cap by the current STEP.

Yes, I see the issue. I still think it's related to video drivers and your GPU ... but it seems to not be entirely consistent.

Didn't this problem go away as you mentioned previously?

No, sometimes it happens, sometimes not. Usually, won't happen in interior places.
