Constant Freezing Near Grandma Sparkle (Wilhelm's Wharf)

Hey,

I've been getting constant freezes near Wilhelm's Wharf. If I save spam near the crash area I can eventually get inside without freezing, but my game will stutter like crazy and eventually just crash anyways. Anywhere else in the wasteland seems to run fairly smoothly, except in that one area. I do have FOSR disabled and replaced with F3TF - Fallout 3 Tick Fix, FOSR tends to make my game run like **** for whatever reason. I'm out of ideas and its making me sad.

If anybody has this issue, the only workaround I've found so far is to disable FOSR/F3TF when you're near that area, then re-enable it when you've left.
