JIP LN NVSE causing stutters when launching through MO2

I can't seem to figure out why I'm getting stutters when I launch the game through Mod Organizer specifically. I narrowed it down to JIP LN but can't find an answer to why it's doing that. It only stutters with camera movement. I could be going in a straight line without a single stutter with just the movement keys.

 

If I install JIP LN manually and launch the game directly it works perfectly fine. I've also done separate installs using other mod managers such as NMM and FMM. Both worked flawlessly.

 

Could this be an OS level issue? This whole thing has left me speechless. It doesn't make any sense whatsoever. 

 

The only mods/fixes I have installed currently. NVSE included of course.

    New Vegas Tick Fix (I get the same results with NVSR but supposedly that doesn't work properly on this version of windows 10)

Ryzen 5 1600

16GB of RAM

GTX 1060 6GB

Windows 10 1903

Game is installed on a 860 evo SSD

Sorry for the double post.

 

Quick update. I just gave MO1 a shot and it works perfectly. There's without a doubt something going on with my MO2 on how it hooks onto NV.
