Can not find required file / File not found Skyrim.Hardcoded.dat

So recently, I watched a YouTube video on how to install DynDOLOD, and everything worked fine up until running both executables (DynDOLOD.exe & TexGen.exe) within MO. But I get an error saying that "An error occured while loading modules. Editing is disabled. Check the message log and correct the error." I've tried running both the programs as administrator, but they still don't work and they still show errors. I also got this error in the TexGen messages window.

"Fatal: <Exception: Can not find required file C:\Program Files (x86)\Steam\steamapps\common\Skyrim\DynDOLOD\Edit Scripts\DynDOLOD\hardcoded\Skyrim.Hardcoded.dat>"

If anyone can help, I would appreciate it.

If the mentioned file exists at the location, the OS/antivirus is preventing access to file.

From the manual:
From the DynDOLOD Standalone archive copy the content of the 'DynDOLOD' folder, which contains the files DynDOLOD.exe, TexGen.exe, DynDOLOD_QuickStart.html and the sub folders 'Docs' and 'Edit Scripts' with all their content into a new 'DynDOLOD' folder outside of special OS folders like 'Programs Files' or 'Program Files (x86)', the SteamApps or game folders and Mod Organizers virtual file structure. Do not mix with old versions or xEdit installation.

Probably every guide mentions it the game and tools should not be in Program Files (x86) because of permissions.

It is also bad idea to install 3rd party stuff into game folders that does not have to be any requirement to be in there.

What is the question for this self explanatory message? That file is part of the DynDOLOD Standalone archive. It is required to be installed and to be accessible.

Use 7-Zip to unpack the DynDOLOD Standalone archive into a new and empty 'DynDOLOD' directory that is outside of special OS folders like 'Programs Files' or 'Program Files (x86)', User, Documents, Desktop, Download and also not in SteamApps, game, Data or any mod manager folders. For example C:\Modding\DynDOLOD\.

so i followed all of your steps for setting up the mod. installed everything added the tools to vortex. i cant get it to launch im selecting the right edition. it keeps telling me a file is missing. i reinstalled the mod a few times to see if something was missed. this is the error message i keep getting for tex gen and dyndolod. ill post the log as well.

The error message "file not found" is self explanatory. The file is required for the tools to function. The file is part of the DynDOLOD 3 Alpha download archive. As explained use 7-Zip from https://www.7-zip.org/ to unpack the entire archive keeping the file and folder structure intact. Make sure the archive downloaded completly.

So when I try to open dyndolodx64, it prompts me that a file was not found, said file is "skyrim.hardcoded.dat", the same thing happens with texgenx64. Help?
