CTD during Save Load or New Character - Fresh Install

Fresh install of Skyrim, and I downloaded all the mods again even if MO stated they already existed in the download folder. Installed them all as instructed by STEP directions, I had this issue a few weeks ago and it just sits on the loading screen, nothing would freeze it would just continue to show more quotes on the bottom, time would sync with my computers clock just fine and now it just freezes a few seconds into the loading screen or crashes completely when I try to launch a vanilla save just before you create your character.

I've no crash logs in the "Logs" folder in My Games > Skyrim, so I've no idea what could possibly be the issue here, I've attached all possible files I can think of that could help resolve this issue.

The fresh install (again) seemed to have fixed whatever I broke or installed/setup incorrectly, my game is running fine with STEP mods alone and with added mods again.

The BETHINI doesn't auto enabled Logging, so I went in and enabled it and created a crash log. Also I'm running STEP Extended, all mods except Diseases is currently in my modlist.

The Papyrus log is not a crash log. You should keep the Papyrus log disabled because the Papyrus log can overload the scripting engine. Unfortunately, I'm not familiar with the majority of the mods you have installed so I can't help much. I see you have a lot of follower mods and I can say from experience that having a lot of NPCs can cause issues. Have you gone through all your mods in TESVEdit to resolve all conflicts?

Those mods are not enabled, only STEP mods are enabled, that's just my entire modlist as a whole.

So I tried one of my old Skyrim profiles, actually multiple, and the all load fine with the STEP mods enabled, but the game doesn't work with just step mods alone... For example I have an old STEP load order with PerMa mods enabled and a few other misc mods
