archive.dll not loaded: "Cannot load library dlls\archive.dll: The device is not ready."

I am getting this error - archive.dll not loaded: "Cannot load library dlls\archive.dll: The device is not ready."   

 

I am using a clean install of both Skyrim and MO and it was working prior to updating from 1.2.18 to 1.3.11. The manual installation also does not work from the nexus. 

 

Any assistance would be appreciated, thanks!
